David Kim brings 35 years of workers' compensation managed care experience to Atlas Managed Care. This is his life's work. Over the course of his career, he has built deep expertise across every major discipline in the managed care landscape: medical bill review, nurse case management, utilization review, Health Care Organizations, Medical Provider Networks, PPO network contracting, and lien defense.
What sets David apart is who he is. Cheryl Kim serves as Vice President, Client Relations and Quality Management for Atlas Managed Care. Cheryl brings nearly three decades of California workers' compensation managed care experience, with a career that spans medical bill review, billing operations leadership, and senior account management for national workers' compensation cost-containment organizations.
She has trained reviewers, scaled billing operations as an executive officer, and served as the senior client relationship lead for employer and carrier accounts across the state. At Atlas she chairs the Quality Management Committee, owns the metrics that measure the integrity of the Atlas utilization review program, and serves as the named point of contact for every Atlas client.
She runs the Inter-Rater Reliability program, owns the consumer complaint process, and authors the Annual UM Program Evaluation that supports the Atlas URAC accreditation. Cheryl is also the Atlas compliance owner for URAC marketing and communications, reviewing every public statement that references URAC or Atlas's accreditation status before publication.

Peter S. Borden, M.D. serves as the Medical Director of Atlas Managed Care, the program-level physician of record for the Atlas California workers' compensation utilization review program under California Labor Code 4610 and URAC P-OPS 1. Dr. Borden is a board-certified orthopaedic surgeon with twenty-five years of California clinical practice, holds an active California medical license (A062201) and Diplomate status with the American Board of Orthopaedic Surgery, and continues in active orthopaedic practice in Torrance, California.
As Atlas Medical Director, he reviews and co-signs the Atlas clinical policies and clinical criteria, attests annually to the evidence base of the criteria the program applies, and signs the written guidelines under which the Atlas Clinical Review Nurse issues certifications of clear-criteria cases.

Darshan “Dan” Patel, M.D. serves as Atlas Managed Care's Senior Advisor for Healthcare Strategy. Dan brings extensive experience in healthcare strategy, managed care operations, and regulatory compliance to the Atlas program, advising the executive team on URAC accreditation posture, delegation oversight, and the evolving regulatory landscape that shapes California workers' compensation utilization review.
Dan also serves as the named Atlas Compliance Officer and Delegation Oversight Lead, the accountable roles required by URAC, owning the URAC evidence binder, the annual policy review cycle, the regulatory monitoring program, and the annual audit of Atlas's URAC-accredited independent review partner. In that capacity he project-manages the URAC accreditation submission and every reaccreditation cycle that follows.

John Kim serves as Atlas Managed Care's Senior Advisor for Information Security and Privacy. John brings more than thirty years of technology leadership across regulated industries, including his current role as Director of Information Technology at a Fortune 500 medical device manufacturer headquartered in Orange County, California, where he is responsible for technology infrastructure, application governance, and security operations across business-critical platforms.
John holds an MBA from the Paul Merage School of Business at the University of California, Irvine, a Bachelor's degree in Business Economics from the University of California, San Diego, the Project Management Professional (PMP) credential from the Project Management Institute, and the Certified ScrumMaster (CSM) credential.
John serves as the named HIPAA Security Officer and HIPAA Privacy Officer for Atlas, the accountable roles required by HIPAA regulation, and advises the Atlas executive team on the security and privacy programs that protect every record handled in the Atlas utilization review system. In that capacity he oversees the annual HIPAA risk assessment, the AWS account security posture, every Business Associate Agreement signed on Atlas's behalf, workforce training, and breach response. John's advisory engagement is by design at Atlas's current scale: a single accountable security and privacy officer paired with senior advisory guidance produces faster decisions and a clearer audit trail than a split structure.

Sandra Hong, Ph.D., serves as Atlas's Health Science Advisor for Toxicology and Chemical Exposure. Sandra is Chief Executive of an independent product safety and regulatory toxicology practice based in Southern California, with academic credentials including a Doctor of Philosophy in Toxicology.
Sandra brings Atlas Client employers a direct line to independent doctoral-level toxicology expertise when their workforces face questions about chemical exposure, regulatory safety thresholds, and product safety assessment. Sandra is engaged as an independent health sciences advisor. She holds no role in Atlas utilization review decisions and is not part of the Atlas URAC accreditation program structure.

Nicole Kim, BSN, RN serves as the Clinical Review Nurse for Atlas Managed Care, performing initial clinical review of every utilization review request entering the Atlas system. Operating under California Labor Code 4610(d) and the written Approval Guidelines signed by the Atlas Medical Director, Nicole issues certifications on requests that clearly meet evidence-based clinical criteria.
Cases that warrant further review are routed to specialty-matched, California-licensed physicians at Atlas's URAC-accredited independent review partner. Nicole also serves as the Atlas Consumer Safety Officer, monitoring the program for patterns that could affect injured workers and escalating concerns to Atlas leadership. She holds a Bachelor of Science in Nursing and an active California Registered Nurse license (95344609).
